Poste proposé : GCF - Readiness Program Lead Consultant

The Readiness Program Lead (PL) is a national senior full-time consultant who will be responsible for leading the implementation and timely delivery of the GGGI Readiness Program in Burkina Faso, in close cooperation with the NDA and key stakeholders. She/he will report directly to the NDA and will receive guidance/support from GGGI technical experts at headquarters, including the GGGI GCF Liaison Unit.  The PL will be in charge of hiring and managing local and international consultants/staffs who will support the implementation of the Program’s activities in accordance with GGGI’s highest quality standards.

 National DAE’s accreditation to the GCF

  • Coordinate the support to the Environment Intervention Fund (FIE) in meeting GCF accreditation requirements, including fiduciary standards, environmental & social safeguards, and gender policy;
  • Coordinate the support a second Direct Access Entity in aligning with GCF accreditation requirements, including specialized fiduciary standards, environmental & social safeguards, and gender policy;
  • Supervise the preparation of the Annual GCF Work Programme for the 2nd  DAE, which should reflect priorities of the GCF Burkina Faso Country Programme, including the project pipeline, related capacity building activities that are aligned with the Country Programme and defines the process for periodic updating;
  • Coordinate capacity building activity for the preparation and management of climate projects at key government entities and candidate accredited entities.

Climate mitigation and adaptation project pipeline development

  • Identify projects form the Work Programmes of the DAEs and/or generate project ideas that can contribute to reduce greenhouse gas emissions and/or to strengthen the country’s resilience to global warming;
  • Develop with the program team at least four (4) concept notes for climate change mitigation and adaptation projects in priority sectors for submission to the Fund, using GCF templates

Private sector engagement

  • Create an enabling environment for crowding-in private sector investments at national, regional and international levels through leading the organization of a 1-day workshop for 40-60 participants to engage private sector actors in climate finance and the GCF process, and to raise awareness about climate-related investment opportunities in Burkina Faso.

​​​​​​​Working with the NDA, GGGI, consultants and partners at all stages in the program development process by providing technical inputs on climate change adaptation or mitigation to bolster the quality of proposals and ensure alignment with both GCF and GGGI’s strategies and policies.

Working closely with the Program’s Inter-ministerial Committee and GGGI to assure the overall direction and integrity of the Program; and Program administration.

  • Maintain regular and constructive contact with other national and international organizations working on climate change projects in Burkina Faso.
  • Facilitate effective communication and decision-making between the Inter-ministerial Committee, GCF, GGGI, NDA and all stakeholders to ensure ongoing stakeholder cohesion and effective process management.
  • Represent GGGI externally as delegated by the Country Representative including but not limited to donor meetings, project areas etc.
  • Provision of direction and guidance to program implementation team and responsible parties;
  • Identification of any support and advice required from the management, planning and control of the Program.

The successful applicant would ideally take up the position in early November 2019, with a contract duration of 18 months.

 

Profil recherché pour le poste : GCF - Readiness Program Lead Consultant
  • Master’s Degree or equivalent in Environment Studies, International Development/Affairs, Public Policy, Economics, Urban Management/ Planning.
  • Preferably 7 years of relevant experience in developing countries with good knowledge of one or more regions where GGGI is active at senior levels (e.g. leading projects).
  • At least 7 years of program experience in the development arena of Burkina Faso. S/he is expected to be technically competent in at least two of the sectors (e.g. energy, transport, forestry, agriculture, water and food security, adaptation, land use and health).
  • Ability to engage the private sector to become project partners, co-developers, investors, etc.;
  • Experience superintending planning and budgeting functions in institutions that have an environmental services focus is desirable.
  • Holds managerial responsibilities for program planning, budgeting, reporting and staff coordination.
  • Experience in stakeholder engagement and working on inter-institutional programmes.
  • International experience working in several countries, including countries where GGGI is present is a plus.
  • Experience in providing executive/management support to high-level oversight committees.
  • Excellent written and verbal English and French communication skills is a must.
  • Ability to lead and work effectively with people from diverse cultural and professional backgrounds.
