Poste proposé : Supply Chain Officer P4 - Ouagadougou, Burkina Faso (142323)

The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide.  The mission of WFP is to help the world achieve Zero Hunger in our lifetimes.  Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.
These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or large Country Offices (COs) and report to the Division/Regional/Country Director or the designate. Job holders at this grade level are highly trained and experienced experts who are likely to manage substantive supply chain teams, lead on more specialist or far reaching initiatives or more complex WFP supply chain operations (i.e. complex supply chain operations are usually characterised by highly volatile security situations, complex procurement/service provision operations, a combination of multiple corridors, modes of delivery and/or multiple countries, and/or challenging access to beneficiaries due to conflict or lack of infrastructure).
Job holders typically lead large and diverse teams to excel in individual specializations (i.e. Logistics operations, Procurement, Logistics Clusters, etc.) ensuring overall effective coordination and synergy. Staff at this level demonstrate substantive capacity for advanced research and innovation, with capacity to effectively communicate complex plans, goals and achieve integrated outputs. Job holders are required to partner extensively with internal and external stakeholders on substantial supply chain matters.
Burkina Faso is a semi-arid, landlocked country in the Sahel region; its population is estimated at approximately 20.9 million. Conflict affects most of the regions in Burkina Faso, especially in the east, north and northwest of the country, close to the borders with Mali and Niger. The continued deterioration of security across the country since 2018 has resulted in a massive population displacement. As of September 2020, over one million people were officially displaced: more than a hundredfold increase since 2018. The Cadre Harmonisé last year (2020) reported that 19 percent of households in the country were food insecure, with the COVID-19 pandemic adding an additional layer of vulnerability to an already fragile situation. According to the 2021 Humanitarian Response Plan, Burkina Faso’s multifaceted humanitarian crisis impacts nearly 3.5 million people with 2.9 million in critical need, 51 percent of whom are women and 46 percent children. Supply chain is essential; for the country operation, we procure internationally and locally, and we store, transport, and provide these services to humanitarian community and government. Supply chain is managing two types of logistics service provision with (1) sister UN agencies and (2) capacity strengthening assistance support to government/SONAGESS in increasing their food storage capacity and the digitalization of its paper-based stock management system. Burkina Faso is a complex operation where a problem-solving approach, optimization and risk management are critical. The office is looking for a strong and experienced candidate to manage the operation and to further build a solid team.
To provide expert advice and substantial contributions to the integrated supply chain operations at HQ/RB level, or lead large field supply chain operations, to ensure an effective and integrated supply chain approach meeting the food assistance needs of beneficiaries and service provision requirements for partners.
KEY ACCOUNTABILITIES (not all-inclusive)
1. Participate in the formulation and implementation of corporate supply chain strategies, business models and solutions to meet operational requirements.
2. Align service or country strategy, policies and programmes to the global supply chain strategy and the WFP Strategic Plan, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening.
3. Analyze regional/country context and lead the design and management of end-to-end operational supply chain and retail networks, to proactively mitigate and/or address dynamic supply chain challenges and obtain operational optimization.
4. Design, plan and manage implementation of innovative supply chain operations, initiatives and large scale services to ensure timely, cost-effective and integrated approach with core activities and services and in close cooperation with key supply chain stakeholders.
5. Drive continuous improvement and innovation initiatives analyzing best practices from the humanitarian and development fields, academia and private sector.
6. Lead supply chain planning and oversee and coordinate periodic planning across functions and with partners to develop consensus on supply chain operational plans. Coordinate implementation of agreed plans in close cooperation with key supply chain stakeholders.
7. Plan, monitor and manage resources to maximize effectiveness of large supply chain operations.
8. Foster productive partnerships with key stakeholders amongst government and other national organizations, UN agencies, NGOs, private sector and academia to share knowledge and resources and build capacity, resulting in coordinated and cost effective supply chain
9. Lead market analysis and supply chain network mapping to inform the selection of appropriate operation modalities to improve supply chain performance.
10. Lead supply chain operations to ensure compliance with the established supply chain strategies, policies, procedures and controls, and assist in the implementation of corporate standards, with
special emphasis on quality control, loss prevention, risk mitigation and cost effectiveness.
11. Constantly review the performance of supply chain operations to ensure that appropriate internal controls are in place.
12. Coordinate management of service providers/vendors, port, fleet and warehouse operations to promote safe, efficient planning and execution of WFP operations and safeguard WFP’s interest.
13. Manage accurate and timely reporting including provision of substantial analysis of supply chain activities and trends to enable informed decision-making and consistency of information presented to a wide range of stakeholders.
14. Lead, motivate and develop a large team providing coaching, training and career guidance as required to ensure appropriate development and enable high performance.
15. Contribute to preparedness actions, providing technical recommendations and guidance and monitoring the management of specific supply chain risks to enable WFP, governments and other partners to quickly respond and deploy food and resources at the onset of the crisis.
16. Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.

Profil recherché pour le poste : Supply Chain Officer P4 - Ouagadougou, Burkina Faso (142323)


  • Education: Advanced University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or other related field, or First University degree with additional years of related work experience and/or training/courses.
  • Language: Fluency (level C) in English & French Language is required. 


  • At least 08 years of relevant professional experience in Supply Chain operations
  • Experience in managing supply chain operations in a complex setting, including coordination with internal and external stakeholders, and supporting emergency programmes
  • Experience in emergencies
  • Expertise in Logistics & Supply Chain Optimization
  • Experience in shaping and implementing operational supply chain strategies
  • Experience in operational and strategic supply chain planning
  • Knowledge of Bilateral Service Provision
  • Experience supervising teams of professional staff


  • Warehousing experience
  • Procurement experience (Food and Non-Food)
  • Experience of Commodity Accounting Systems is an asset
  • Experience in developing and managing/nurturing relationships and national capacity building initiatives with UN agencies, NGOs, private sector and/or government organizations
  • Experience in implementing/setting-up supply chain improvement and optimization initiatives to achieve cost efficiency, improved agility, reliability and quality
  • Experience negotiating service arrangements with multiple third parties respecting WFP’s best interests
  • Capability to provide technical expertise and support on capacity strengthening of national responders to the crisis in the country and common logistics services
  • Experience in preparation of pro-smallholder farmers (SHF) procurement plan building on Purchase for Progress (P4P) lesson learnt and good understanding the new Local and Regional Food Procurement Policy (LRFPP). Actively participated in developing systems for monitoring of suppliers procuring from SHFs through direct and indirect modalities.
