Poste proposé : Junior Consultant Data Analyst M&E/AR Burkina Faso

The 2SCALE program, funded by the Ministry of Foreign Affairs of the Netherlands, is one of the most innovative incubator programs for inclusive agribusiness in sub-Saharan Africa. 2SCALE ( develops a portfolio of public-private partnerships (PPPs) in a selection of target countries in sub-Saharan Africa, which include Francophone and Anglophone countries in West Africa. The 2SCALE program incubates and accelerates inclusive business through partnerships with companies (mainly African small- and medium-sized enterprises [SMEs] and some Dutch/ international companies) that want to build commercially viable strategies in African food industries through: 1) sustainable sourcing, based on mutually beneficial relations with smallholder farmers, and 2) by serving local and regional Base-of-the-Pyramid (BoP) markets.
The program offers a platform to develop new contextualized business models and value chain arrangements that effectively integrate smallholder farmers, employees and other local entrepreneurs that produce agri-food products on the one hand, and supply BoP consumers of quality food products on the other. It will set up and support partnership and business models with significant potential to attract and employ the youth, to engage and empower women, and to improve food and nutrition security, both at grassroots level and at the consumer end of the value chain. The program will specifically focus on the replication of successful business models and on the institutional factors that drive or constrain systematic and transformative change in agricultural sectors and food systems. Translating proven models into replication and cross learning ensures the distribution of knowledge and skills as a global public good and installs multipliers for achieving targets for inclusive development. Moreover, aligning hands-on bottom-up practices to sector or area-based transformation processes catalyzes inclusive development processes towards food security, markets that are more transparent, healthy/ nutritious consumption, and a viable countryside.
Position summary
The Consultant is part of the Partnerships Resource Centre (PrC) team. PrC is a strategic partner to 2SCALE and supports the 2SCALE program through action-research on partnership specific theories of change, prioritization of activities for deepening and scaling of partnerships and related business models, and case studies. The action-research program focuses on strategic questions about the contributions of partnership arrangements to the intervention repertoire for inclusive development and aims to identify pathways for replicating proven inclusive business models and for aligning partnerships with policy. The PrC is also responsible for the design of the Monitoring & Evaluation framework of 2SCALE and for leading the implementation of this M&E framework within the West and East African 2SCALE target countries. Over the past years, the Akvo system was selected as the information system to manage the program’s database (capture, store, process and publish its data/results). The support given by the PrC team to the 2SCALE program is essential for all targeted country teams and value chain actors to be well understood. In order to proceed and enhance the analysis of the M&E collected data and to put the results of the analysis within the reach of the program managers who are PMT, CTL, PF and BSS, it is planned to recruit a consultant junior analyst. Indeed, the availability of this analysis becomes very important for the project, especially in its fourth year of implementation out of five. The results of the analysis can strengthen the capacity of the facilitation team and partners to better coordinate the program interventions and use adaptive management to timely mitigate obstacles to expected development goals achievement. This becomes more important when one sees the many challenges that local economies are facing under the influence of tremendous disruptions from the global economy and politics (COVID 19 and Ukraine & Russia war). For this reason, the PrC team needs the support of a junior consultant to assist in the statistical analysis and other related activities.
Tasks and responsibilities
Assist M&E/AR team in data capturing, statistical analysis, and quality control. S/he can also support on cleaning the system, if needed.
The consultant will support specifically in:
i) data collection, processing, and validation:
- M&E team, country teams and value chain partners in M&E data collection for 2SCALE PPPs
- Upload M&E data into Akvo flow and RSR
- Support to identify wrong entries and any other kind of mistakes
ii) Statistical analysis and graphs
- Support analysis of M&E quantitative and qualitative data
- Generate graphs and other visualization of the results that can be used by the country
- Contribute, maintain, and manage a dashboard showing timely changes in the performance of the PPPs
In addition to this, S/he will also assist the PrC team by working on transcription of field research interviews.
Any other assignment that the supervisors deem necessary for the success of the program or contribution to the internship program of the candidate.
The consultant is part of the 2SCALE PrC team. S/He will be supervised by the Coordinator of M&E/AR team. S/he will be based in Ouagadougou (Burkina Faso). The consultant writes and submits in time monthly activity reports, as well as other technical reports or notes to her/his supervisor. S/he works in close collaboration with the entire 2SCALE country teams, management of 2SCALE, and the other colleagues of the PrC.  
The consultant will be contracted by IFDC and will be responsible for respecting HR manual for IFDC field National staff that oversees internship program. The contract will be handled by 2SCALE through IFDC offices in Burkina Faso, while the consultant will be based in SNV office in Ouagadougou (BF). An allocated budget for any working/research expenses and travel costs, if needed, is available in the host office (SNV). Potential travels need to be approved by the supervisor or his designee in case of absence/unavailability.
What we offer
Terms of contract: 6 months of junior consultancy, which can be renewable based on performance of the junior consultant and subjected to availability of funds.
Remuneration: It is based on young professional promotion policy proposed by IFDC.

Required Experience


  • We are looking for an enthusiastic team player, with a statistical analysis interest in a complex intervention program, willing to gather M&E data management by engaging in innovative processes of data collection, processing, analysis and publication experiences.

The successful candidate must have the following qualifications:

  • A strong academic record in statistics, economics, agricultural economics or any other related competency domains with proven capacity in writing/speaking French and/or English
  • A strong ambition to link statistical analysis skills to scientific and academic domains, and demonstrate ability in the use of generated results/graphs as tools, especially those retained by the 2scale PMT, CTLs, and/or partners to support their adaptive management processes for successful implementation and inclusion of low-income communities in food system
  • Strong oral and written communication skills in French and/or English.
